ANOMY AND CORRUPTION:
OUTLINES FOR UNDERSTANDING ANTI-CORRUPTION CRIMINAL POLICY

The work has the general objective of providing an analysis of the legal-criminal treatment of corruption in Brazil based on Émile Durkheim's functionalist theory. To this end, the following specific objectives were outlined: i) to explain Durkheimian functionalism, particularly the aspects that encompass crime and punishment; ii) based on Durkheimian premises, to demonstrate that, historically, corruption is a normal phenomenon in society; iii) to highlight the association between corruption and a general sense of anomie; iv) based on these premises, to understand the legal-criminal repercussions of this relationship today. The deductive method and literature review were used, concluding that there is an emergent discourse linking corruption and anomie, which explains the increasing use of Criminal Law to address this form of criminality, as well as the authoritarian escalation in recent years. Consequently, in a vicious cycle, it is precisely this perspective that exacerbates the perception that corruption is a form of social anomie.
