A perspectiva emancipatória do Direito ao desenvolvimento no contexto de uma cultura de sustentabilidade

This research proposes the application of the concept of development, once synonymous with economic growth, based on a broader understanding, especially due to the 1986 Declaration on the Right to Development; therefore, by integrating economic, social, cultural and political perspectives in a given historical context, it ensures greater conditions for realizing human rights in an indivisible and interdependent manner. It also deals with the new possibilities of searching for a sustainable development model, in this broad perspective of its concept, from the valorization of popular sovereignty, with the effective participation of the people in the conduct of state functions, as a proposal of an emancipating constitutionalism. The paper also presents, as a concrete example for assessing the possibilities and challenges of realizing the right to development and a culture of sustainability, a critical view of how the issue of the construction of the Belo Monte Hydroelectric Power Plant in Pará, Brazil has been resolved. Based on the critical bibliographic review, analysis of conventional norms and development studies, it concludes that there is an urgent need to overcome an economist conception of development, based on an expanded conception of human development based on a. strong and biocentric culture of sustainability
